SETUP: Official Qualification Options

Enables a function to tag locations by customizable Zone names. Also allows each official to be tagged as eligible to be assigned in one or more zones.

Additionally, officials not eligible for a Zone will still be included in the officials eligible to be assigned to a game though overrides.

Enables the ability to tag each official as eligible to be assigned to games based on the "League'" of the Payor. This is a parameter that can be set for each payor individually. 

By default, all officials are eligible for all leagues.

As part of this feature, some leagues (under the payor league configuration section) can be labeled as "Universal". Doing so makes all officials eligible for that league automatically without requiring the official to be individually enabled for the league.

Additionally, officials not eligible for a Payor League will NOT be included in the officials eligible to be assigned to a game, even though overrides.
